On Tuesday, 22 November, SIA Corthouse Agency and the winner of the tender SIA «Citrus Solutions» signed a contract for design, author’s supervision and construction works of a new prison complex in Liepaja. Based on the decision of the procurement committee, the contract was signed for a total amount of €125,874,569.87 excluding VAT. The construction of the new prison is expected to be completed within 34 months.
Anda Smiltena, Undersecretary of State for Legal Policy, Ministry of Justice: «Modern prisons are an issue of national security not because they will have new, solid walls and high fences, but because a modern, well-designed layout and appropriate environment will enable full social and correctional work with the prisoners.
The infrastructure of the new Liepaja Prison has been planned in such a way as to (1) enable the implementation of modern forms of incarceration, including conceptually different internal security processes through the introduction of dynamic security elements; (2) ensure safe, modern and orderly working environment for the employees; (3) ensure the implementation of individually assessable fundamental rights during the sentence enforcement, for instance, thus preventing the reprimand received so far by the Constitutional Court» (11/2022).
