LATVIA – CIVIL AND MIGRATION MANAGEMENT

Information for Russian Federation citizens who were Latvian citizens or non-citizens of Latvia prior to acquisition of the citizenship of the Republic of Latvia and who have received the residence permit pursuant to section 24, paragraph 8, part one, of the Immigration Law.

Starting from 1 September 2023 all residence permits issued to citizens of the Russian Federation pursuant to Section 24 (1) (8) of the Immigration Law become invalid.

Information for Russian Federation citizens who were Latvian citizens or non-citizens of Latvia prior to acquiring the citizenship of the Russian Federation and who have received residence permit

A person who wishes to continue staying in the Republic of Latvia without losing the permanent resident status must obtain a new residence permit or the European Union permanent resident status by 1 September 2023.

In order to apply for permanent resident status in the European Union, you must submit an application to the Office of Citizenship and Migration Affairs (sent by ordinary unregistered mail or electronically, confirmed by a secure electronic signature):

  • Free-form application;
  • Copy of passport;
  • A document certifying that you have passed the national language exam (A2 level, certificate issued from 01.02.2001) or a document certifying that you do not need to take the national language exam.
  • A document confirming regular financial resources in the amount of at least the minimum monthly salary (500 EUR) during the last 12 months or a certificate of pension appointment in the Republic of Latvia.

According to the MC Regulation No 157 of 08.03.2022 “Regulations on the level of state language proficiency and the procedure of state language proficiency testing” the test on item 7 is not passed by the person
– who have completed basic, secondary or higher education in an accredited programme in the Latvian language (confirmed by e.g. a diploma, certificate, certificate from an educational institution)
– who have completed an accredited minority education programme and passed the Latvian language centralized exam for the 9th grade or the Latvian language centralized exam for the 12th grade, which is confirmed by the elementary or general secondary education certificate;
– who have successfully passed the Bachelor’s degree in Latvian at a European school approved by the Ministry of Education and Science;
– who have health-related functional limitations or a diagnosis specified in Annex 2 of Regulation No.157 (a certificate from a rehabilitologist is required);
– Under the age of 15 years;
– 75 years of age or older.

Before submitting the documents, the state duty must be paid:

For the processing of the application within 90 days – EUR 70;

Within 45 days – 140 EUR;

Within 10 working days – €210;

!!!! Due to the fact that each application may take longer to process, the Office of Citizenship and Migration Affairs requests that applications be submitted in a timely manner.
