All Latvian residents are invited to participate in creating a modernisation plan for the state administration

Take the opportunity to until 22 November 2022. All Latvian residents are invited to participate in creating a modernisation plan for the state administration.

The State Chancellery, continuing the changes initiated in public administration, has engaged more than 100 experts and prepared a Public Administration Modernisation Plan 2023-2027.

As with any development planning document, opportunities for public participation must be implemented in the creation of the Modernisation Plan, so everyone in Latvia is invited to give their opinion and submit suggestions for the content of the plan on the Common Portal for the Development and Approval of Legal and Regulatory Acts, or TAP Portal, by 22 November 2022.

When opening the «Modernisation Plan» publication on the TAP portal, the Apply for E!» button is visible in the upper right corner of the window. By clicking on the button, the user logs in to the portal using the unified login module – Latvija.lv. After authorization, in the upper right corner of the window the button «Submit an objection/proposal» will appear, where one can express his/her opinion.

Taking into account the lessons learned from the implementation of the ÂŤPublic Administration Reform Plan 2020Âť the challenges posed by the Covid-19 pandemic, the geopolitical situation and soaring energy prices, which affect every Latvian citizen, the need for a public administration that is responsive, coordinated and capable of responding to changing social and economic conditions in a qualitative manner has arisen.

According to the State Cancellery, the modernisation plan includes and explains eight lines of action:
  1. A unified, efficient and responsible public administration
  2. Quality of policy and regulation
  3. Development of service management
  4. Innovation development
  5. Human resources development
  6. Creating a smart working environment
  7. Centralisation and standardisation of support functions
  8. Horizontal course of action – digital transformation of public administration
